The Organizational Structure Census Supervisor General

The Royal Decree No. (87/2001) has nominated the Minister of National Economy the Census Supervisor General who concurs the focal points and the broad lines of the census programme, particularly:
  1. Approving the census organizational structure, determining the jobs, equipment, committees and defining their responsibilities after being concurred by the Census Supreme National Committee.
  2. Concurring the wages, allowances and incentives in favour of the census staff.
  3. Setting a special financial, accounting and administrative system for the census that will be applied upon approval by the Cabinet.
  4. Endorsing the census budget and the necessary modifications need to be introduced into the budget.
  5. The Supervisor General submits to the Supreme Committee, reports on the census operation and the results reached.


Deputy Census Supervisor General

The Undersecretary of the Ministry of National Economy for Development Affairs is nominated Deputy Census Supervisor General and Chairperson of the Technical Committee and shall be responsible for the following:
  1. Designing the organizational structure for approval of the Census Supervisor General.
  2. Studying the content of the census programme, its implementation plan, the technical designs and every matter related to the project that has been submitted by the Census Director General in prelude to submittal to the Census Supervisor General for final approval, after forwarding the certain matters to the Technical Committee.
  3. Nomination and defining the tasks of the staff working in the preparatory phase and data preparatory phase, and terminating their mission.
  4. Initial approval of the census questionnaire and its data tabulation, following their review approval by the technical committee.
  5. Approving the expenditure within the limits of the approved budget in consistence with the set rules of the census financial system and in view of the raised proposals of the Census Director General.
  6. Submitting a monthly report to the Supervisor General on the work progress in the census project and the financial situation of various budget sectors.
  7. Perform all the responsibilities vested on the Supervisor General.


Director General

Office of the Director General of Census

The Office is concerned with preparation of the census documentation, circulation, saving and facilitating its usage as the case may necessitates. The office registers the acquired expertise from the census and prepares the relevant reports.

Technical Affaires Unit

The Unit is tasked with setting the plans, technical designs and the related activities, suggesting the subjects of the census programmes, through probing the governments' units needs and by implementing the guidelines of the 1993 census, the international recommendations and the experiences of other countries. The implementation also includes the evaluation, analysis and follow up of the publication of the census results, conducting specialized analytical studies related to population, manpower and preparing the relevant reports on studies results.

Cartography & Frames Unit

As required by the field work, the Unit subdivides the entire Sultanate into enumeration and supervision areas in concordance with the applied administrative subdivision and accordingly maps and household tabulation of each area will be prepared together with an index. The Unit's work will also cover updating the available maps at the Geographical Information System (GIS) to suit the field work requirements.

Information & Public Relations Unit

The Unit is tasked with setting the plans for the publicity campaign aiming at envisaging the community participation in making the census operation a success. Among its responsibilities is to win the public confidence and their positive response throughout the stages of the census process to achieve the maximum success and accuracy expected from the census operation.

Finance & Administration Unit

The Unit is tasked with securing all the financial and manpower required for the census and book-keeping the registers, books and the related documents.

Data Processing Unit

The Unit is tasked with planning, organizing, implementing the preparation work and the automated processing of the census data and obtaining the results.
